Abuse of power in appointments under Department of Adult Education by an MLC and Minister - revealed through RTI - K.V. Ramana

An RTI filed with Department of Adult Education, Vizianagaram, by Kandregula Venkata Ramana (RTI and Consumer Rights activist) has revelead that there has been an abuse of power by MLC and Minister of Andhra Pradesh in appointing Supervisors to Adult Education Vizianagaram branch. A press conference was organised by Mr. K.V. Ramana today at Happy Function Hall, Opp Rama Talkies.

Speaking to media Mr. K.V. Ramana told that the appointments of two Supervisors were carried out without following any rules and procedures. A notification was issued for vacancy posts of Supervisors in Adult Education for the Vizianagaram branch on 9-2-2016 (Go RT No.9) and last date for applying to the same was mentioned as 31-03-2016. Total of 12 Govt teachers have applied for the same and out of them 11 attended the interview conducted on 04-04-2016. Three Candidates K. Suribabu, K. Ramana Murthy, B. Ramkrishna were selected by the Committee of Addl. Jt Collector, DEO and Adutl Education Deputy Director. But yet to receive the list and confirmations of the same.
On the other hand two persons Mrs. Ch.R.C.D. Lakshmi and Mrs. M. Lakshmi working as Secondary Grade Teachers were appointed directly as Supervisors to the Adult Education Department Vizianagaram through the orders RC No. 145/A2/DAE/2015 Dt: 05-06-2017 and RC No.145/A2/DAE/2015 Dt: 30-10-2017 without following the rules and procedures. These people did not apply to the Supervisory posts but got posting because of their relationship with Politicians. Mrs. Ch.R.C.D.Lakshmi is the spouse of Visakhapatnam Graduates Council MLC Gade Srinivasulu Naidu and Mrs. M.Lakshmi is the spouse of G. Sudhakara Rao, P.S. to Minister Kinjarapu Atchimnaidu. Using the influence of their power these persons got direct appointment. After that a lot of power was misused in appointments of these two persons to other posts such as PA to MLC and PS to Ministers Office.
Mr. K.V. Ramana also said that - As per Supreme Court judgement Teachers should not serve as Secretaries to any elected representatives (Contempt Petetions Civil No. 532/2013-WP(C) No.631/2014 Dt: 13-07-2016) and also as per RTE Act Section 25(2). He also brought to light that there are two contrary orders issued by Special CS Adityanath Das - one, GO RT No. 2086 GA (General L&C) Dt: 30-09-2016 stating that Teachers cannot be appointed as Personal Secretaries, and, second, Memo No.683054/PROG111/2017 Dt 30-05-2018 keeping the Teachers appointment under ambience.
Mr. K.V. Ramana had asked for cancellation of these appointments as these appointments are out of box and do not satisfy any eligibility criteria. He also said complaint will be lodged with Lokayukta seeking actions on all the govt servants involved in this scam. He iterated that a lot of public funda has been misued during the entire process and need to be recovered from all the culprits involved.
Dr. B.M. Naidu, Chairman cum Director,Help to Help Foundation, RTI Activists Patta Rama Apparao, Dr. P. Rama Rao also participated in the Press Conference.
