Dr. C. Surya Lakshmi assumed the charge as new Additional Divisional Railway Manager (Operations) of Waltair Division. The present ADRM (Operations), P. Ramacharndra Rao has been transferred to Bhubaneswar. Dr. Surya Lakshmi is an officer of the Indian Railway Accounts Service (IRAS) of the 1999 exam batch. She started her career in Railway services in 2000 as Junior Accounts Officer (Construction), Visakhapatnam, which was in the jurisdiction of South Eastern Railway. Prior to assuming charge as ADRM, she worked as the Financial Advisor and Chief Accounts Officer (IT), Southern Railway.

Dr. C. Surya Lakshmi is academically a doctorate in History from Andhra University and Post - Graduation in Public Policy Management from Indian Institute of Management (IIM), Bangalore.

She served in various capacities in East Coast, Southern and South Western Railways so far. She has also had hands-on experience in all aspects of Railway finance & expenditure- Division, Headquarters, Workshop, Stores, EDP Centre and Construction - and served the Vigilance Organization for a brief stint.

During the twenty years of her career, she has streamlined working systems in different offices in addition to absorbing information technology. To her credit, she conceived and implemented improvements in office management, like preparing checklists & guidelines in various activities of accounting, and a network-based RDBMS in 2003-04 with in-house expertise, etc.
